My gut feel it is yet another symptom of Obama's complete cluelessness about economic consequences.
Calculated Risk summarizes it slickly.
In the new regime I can see a lot of people not willing to live with credit card agreements that shift costs to the reliable payers (like me). This is not good for the credit card companies, and certainly not in general for keeping the economy going.
Well, I suppose The One simply knows better. We shall see.
